I have watched that Joel Wolfson podcast several times (around minute 28) so I'm pretty sure I'm doing it correctly. (At least from the number of posts I've seen on multiple photo sites.) I have a 2018 MBP and 2019 iMac and Topaz AI softwares runs very well and are fast. It sure seems that there are more problems with the Windows Topaz AI plugins. It also may be that Topaz products are poorly optimized for the Mac OS, so it's a double whammy if you have a less than ideal GPU running on a Mac. Specifics seem to be lacking regarding the other AI packages as well. Topaz has offered no specific guidance, at least that I have seen, on which GPUs may benefit from this setting. Settings such as *GPU Optimization* in Mask AI may, if selected, cause the software to hang and return no result. Topaz AI products are picky about what GPU is used.
